Abstract:

This article examines lessons learned from the recent Severe Acute Respiratory Syndrome crisis in East and Southeast Asia, arguing that the wide-ranging impact of infectious diseases makes it imperative for states to treat these diseases as security concerns. ““Securitizing”” infectious diseases provides urgency for mobilizing resources and strengthening regional cooperation. Adding infectious diseases to the security agenda allows for better handling of sudden outbreaks that endanger lives and threaten the survival of nation-states; this is also in line with the region's concept of comprehensive security.

 Abstract:

Countries are faced with the growing challenge of managing increasing risks from climate change and climate variability, putting development and the achievement of the Sustainable Development Goals at risk. The adoption in 2015 of the Sendai Framework for Disaster Risk Reduction and the Paris Agreement on climate change provides a clear mandate for increased coherence in countries’ approaches to climate and disaster risk reduction. Countries increasingly recognise the benefits of improved coherence between the two policy areas, exemplified by the number of countries that either have developed joint strategies or put in place processes that facilitate co-ordination.

Informed by the country approaches of Ghana, Peru and the Philippines, in addition to a review of relevant literature, this report examines the potential for increased coherence in approaches to climate change adaptation and disaster risk reduction across levels of government and sectors. It identifies ways in which government officials, development co-operation and other stakeholders can support efforts to further enhance coherence between the two policy areas, not only in the three case study countries, but also those in other countries as well as providers of development co-operation.

Abstract

Successful management of emergencies is a function of preparedness which includes having legal and institutional infrastructure in place and regularly maintained. Thus the most meaningful lessons for emergency preparedness do not pertain to specific policies, but to institutional and decision-making procedures. We term this governance learning. AS COVID-19 was preceded by SARS and MERS pandemics, we ask to what extent have lessons from those episodes been learned and implemented during the first wave of COVID-19, and to what extent does the source affect governance learning: from a polity's failures in previous episodes of the same disaster type; from the experience of other polities with regard to the same type of disaster; or by cross-hazard learning - transferring lessons learned from experience with other types of disasters. To assess which types of governance learning occurred we analyze the experience of four East-Asian polities that were previously directly affected by SARS/MERS: South Korea, Taiwan, Singapore and Hong-Kong. Their experience is compared with that of Israel. Having faced other emergencies but not SARS/MERS, Israel could potentially learn from its experience with other emergencies, or from the experience of others with regard to pandemics before the onset of COVID-19.

Stage B: (ongoing) Can Well-being Effects of COVID-19 be Mitigated Amidst an Economic Crisis?

Abstract
Analyses of the effects of COVID-19 tend to focus on the health and economic implications of the pandemic. Yet, it is clear that there are wider effects, such as effects on social relations, stress, livelihood and effects on the environment. As is increasingly recognized, the GDP per capita is an insufficient measure to assess the state of countries and citizens within them (Stiglitz et al., 2009). Hence well-being is increasingly promoted as measures to assess the state of countries and citizens, and as a basis for policy decision-making. In particular the OECD (2017) advanced a set of 39 indicators for well-being. Similarly, since 2016, the Israeli CBS (Central Bureau of Statistics) has published a yearly report of “Quality of life, sustainability and resilience”, based on 114 criteria in 11 fields (employment, personal safety, health, housing and infrastructure, education and skills, civic engagement and governance, environment, personal and social welfare, material standard of living, leisure, culture and community and information technologies). 

This research aims to identify the well-being criteria that are influenced by and influence the Coronavirus crisis, analyze these effects in the Israeli arena, identify policy measures that may have a positive influence on well-being, and suggest “policy packages” that may reduce negative influence and enable better life with the virus.
The first part of the study was conducted in collaboration with IIASA (International Institute for Applied Systems Analysis) as part of the agreement between the Government of Israel and IIASA, in which the possible effects of aiding systems analysis were identified.

Stage C: (completed November 2020) Exit Strategies from Severe Restrictions to Daily Routine and Living with the Coronavirus - The European Experience

Abstract

About three months after leaving the first quarantine imposed in Israel following the Corona epidemic, the State was forced to enter a second quarantine following a second wave of virus infections. The intensity of the second wave was tens of times higher than that of the first.

In order to curb the spread of the virus, many countries around the world including Israel, had been forced to enter a lockdown at the beginning of the epidemic, and some have managed to avoid another closure over a relatively long period of time. The assumption underlying this study is that success in delaying or preventing a second quarantine depends on the process of exiting the quarantine that preceded it and the ability to maintain a low level of morbidity over time.

This report focuses on the lockdown exit strategies from the first quarantine and the subsequent management of life in Austria, Switzerland, Italy and Greece - four countries in Europe that have similarities to Israel in size (Austria, Greece and Switzerland), in culture and climate (Italy and Greece) and with regard to the complexity of the challenge. In the short term and contrary to Israel, in all four countries, the exit from the first wave did not lead to a second wave and another closure.

The study examined the policy principles that underpinned the process of lockdown exit, the way in which policies were implemented in various sectors of the economy, and the economic, health and socio-community response given in each country with regard to each easement. In addition, we examined the testing and monitoring procedures, and impacts of the policies on the health system and public trust. Four important policy principles:

  • Professionals (not politicians) must manage the fight against the epidemic and the decision-making process
  • The exit policy must be clear and multi-staged (3-4 stages)
  • Data must be highly transparent and presented to the public in a reliable, direct and clear manner, and decisions data-driven
  • Most of the decision-making should take place at the sub-state level, where enforcement is largely the responsibility of the localities and heads of institutions (who have the appropriate tools for the task).

Stages of return to activity in the various sectors: public transport continued to operate non-stop (during lockdown) in all countries; trade was opened at a relatively early stage, and the educational institutions at a later stage, with the exception of early childhood institutions. In Switzerland, assistance is provided for the opening of day care centers and a special childcare frameworks provided for the children of vital workers.

Economic response: in all countries emphasis was placed on maintaining jobs and grants for the self-employed, tax relief and deferral of payments. In addition, special financial support was provided for families with small children.

Health-care response: various types of assistance were provided to the health-care systems, such as increasing the number of intensive care beds and expanding corona wards in hospitals, and increasing the number of nurses and improving the infrastructure of the health and nursing systems in general. In Switzerland, the army was also recruited to assist at hospitals. In Austria and Switzerland where the health- care infrastructure was strong pre-epidemic, there was no need to reinforce intensive care beds. Hotlines in the field of mental health have been opened in Austria.

Civil society is very active in all countries and has played a significant role in dealing with the crisis. In some cases, important participation of civil society organizations with government officials are highlighted.

With the exception of Greece, in the rest of the country, continuous and transparent monitoring of the infected is done, as well as voluntary monitoring through various applications.

In all countries there has been a general increase in public trust in the government. Preliminary insights that can be deduced for Israel:

  • Exit process must be clearly communicated, transparent and gradual
  • Decision-making process should be led by professionals
  • Delegation of significant aspects of the decision-making to the local level who should incorporate civil society networks. Delegation of enforcement powers to localities and heads of institutions and organizations
  • Public transportation can be left operative (perhaps while increasing frequency and lowering congestion)
  • Government support to maintain jobs and prevent leave without pay; provision of effective assistance to the self-employed
  • Provide operating frameworks for early childhood care, whether in kindergartens or with the help of babysitters
  • Opening of businesses are a priority; full opening of the education system follows
  • Mental health should be addressed (as is done in Israel)
  • Timeliness and transparent management increases public trust. Data-driven decisions and their transmission to the public in a reliable, direct and clear manner is critical.

ההתמודדות עם משבר מגפת הקורונה, שמקורה ככל הנראה בסין בסוף דצמבר 2019 ואשר התפשטה במהירות לשאר העולם, הבליטה את ההבדלים בהתמודדות של מדינות שונות. המחקר מנסה ללמוד ממדינות אשר חוו משברים בריאותיים בעבר. העבודה מדגישה את ניסיונן של מדינות מזרח אסיה (טאיוואן, סינגפור, הונג קונג, דרום קוריאה, וייטנאם ויפן), שעד מועד כתיבת המחקר (יוני 2020) נראה שהן מתמודדות עם המשבר הנוכחי באופן יעיל יותר ממדינות אחרות. אתגר ההתמודדות הגדול ביותר עם המשבר היה מציאת האיזון בין הרצון לשמור על רמת תחלואה נמוכה, שעמה מסוגלת מערכת הבריאות להתמודד ביעילות, לבין הרצון לשמר תפקוד שגרתי ככל האפשר של המשק והכלכלה. עמידה באתגר מחייבת התייחסות למגוון גדול של נושאים, היבטים ותחומים. בפרק התובנות בעבודה זו מוצעים כלים להתמודדות עם המשבר הנוכחי ועם משברים אחרים דומים, מנקודת מבט מולטי-דיסציפלינרית. בין ההבטים שהעבודה עוסקת בהם נכללים היבטים כלכליים, נושאים מבניים-ארגוניים, היבטי ממשל, מדיניות, בירוקרטיה וקבלת החלטות, היבטים מרחביים, עירוניים ותכנוניים ברשויות המקומיות והמחוזיות, היבטים של חיזוק בריאות הציבור, היבטי חברה ורווחה, והיבטים משפטיים. התובנה העיקרית העולה מהמחקר היא שהיערכות ומוּכנוּת הן המפתח למזעור הפגיעה – הבריאותית, הכלכלית, החברתית ופגיעה בזכויות אדם ובשלטון החוק. "מעגל המוכנות" מורכב מרשת של קשרים בין היבטים ותחומים שונים המשפיעים זה על זה וניזונים אחד מהאחר. כדי לבנות מוכנות וחוסן לאומי, כמו גם כדי לנהל את היציאה מהמשבר, יש צורך בשילוב ושיתופי פעולה יעילים בין הגורמים האחראים על כל תחום ועל כל נושא. מהמחקר עולה רשימה ארוכה של תובנות בתחומים שונים, כמו גם תובנות רוחב שחוצות תחומים אותן ניתן ללמוד מנסיונן של מדינות אחרות. חשוב לציין שאת כל התובנות האלה יש לראות דרך הייחוד התרבותי של כל מדינה ושלא ניתן להעתיק אותו למדינות אחרות.
החלק הראשון של המחקר נערך בשיתוף עם (IIASA (International Institute for Applied Systems Analysis במסגרת ההסכם בין ממשלת ישראל ל-IIASA ובו אובחנו ההשפעות האפשריות בסיוע ניתוח מערכות.

Abstract
The project aims to make practical recommendations regarding the future recovery of the tourism industry in Israel, with an emphasis on its workforce.
The Economic and Social recommendations are necessary steps to be taken in the tourism industry for the process of recovery that will take place after the virus is defeated.
The tourism industry is an umbrella-sector for multiple sectors: aviation (including airlines, airports, and related services), hotels and other forms of accommodation (such as short-term rental apartments, B&Bs, hostels and camping sites), restaurants, attractions (natural and man-made, including religious and heritage sites, museums, theme parks, visitor centers, and nature reserves), modes of land transportation(shuttles and coaches), and a long list of intermediaries (tour guides, tour operators, travel agents, online travel agents, insurance companies, etc.).
The economic contribution of the tourism industry in Israel is estimated to be 2.6% of the GDP and 3.6% of the workforce. Its share of the workforce rises to 6% when indirect sectors and contributors are included. In Italy, on the other hand, tourism is responsible for 13% of the GDP and for a similar share of the workforce.
The COVID-19 pandemic has affected the different sectors of the tourism industry in Israel negatively, so much that the industry has had to close down, sector after sector.
The proposed project aims to describe and analyze the process of the collapse of the Israeli tourism industry , by date, sub-sector and impact and to recommend the needed steps for the recovery process that will commence when the pandemic subsides.
In order to meet this goal, the project consists of two stages:
The first stage was:
1. Analyze the sequence and patterns of the crisis in the Israeli tourism industry, from 31/12/2019 until the ban on large gatherings (18/3/2020), and its economic implications.
2. Compare this process to past crises in Israel (the second Lebanon War in 2006 and the Tsuk Eitan military operation in 2014.
3. Compare this sequence of events to the current crisis in Italy (31/12/2019 to 11/3/2020 when commercial activity in Italy was halted).
4. Compare this crisis to the crisis caused by a sequence of significant earthquakes in Italy (August to October 2016).
The second stage will analyze the recovery of the tourism industries in three leading tourist destinations in Asia (possibly South Korea, China, Singapore or Hong Kong), in which the pandemic is being curbed. The aim of the analysis in this stage is to point out the sequence of subsectors of recovery, the timeline and the different stages of their improvement, and the portion of the workforce that was engaged in the recovery process, by subsectors.
This process of recovery will be compared to the patterns of the recovery from past events in Italy and Israel, as mentioned above, in order to test their feasibility for the tourism industry in democratic and Western countries. Therefore, recommendations will be given towards the necessary steps to bring about the recovery of the Israeli tourism industry.

תקציר
ענף התיירות הוא ענף רחב הכולל כמה מגזרים, ביניהם תעופה, מלונאות ואכסון, מסעדות, אטרקציות, אמצעי תחבורה יבשתית, ושורה ארוכה של מתווכים (מדריכי טיולים סוכני נסיעות, חברות ביטוח ועוד).
תעשיית התיירות העולמית היא ענף כלכלי חשוב שתרומתו לתוצר המקומי הגולמי הכלל-עולמי מגיעה לכדי 10%, ובמדינות רבות יש לענף זה השפעה מכרעת על הכלכלה והתעסוקה. בשבוע האחרון של חודש מארס 2020, צפה ארגון התיירות העולמי ירידה של 20%-30% בתיירות העולמית, בהשוואה לשנת 2019. בחודש אפריל כבר התפשטה בהלת הקורונה לכלל העולם והתיירות העולמית נעצרה כמעט לחלוטין. בחודש זה דיווח ארגון התיירות העולמי כי 96% מיעדי התיירות בעולם הנהיגו הגבלות על התיירות.
בשנת 2019 הגיעה התיירות הנכנסת לישראל לשיא של כ-4.9 מיליון תיירים ומבקרים. בחודש מארס 2020 כבר חלה ירידה של 81% בכניסות התיירים לעומת שנת 2019 והתיירות הנכנסת התפוגגה לחלוטין, כאשר בחודש אפריל הגיעו לישראל 600 תיירים בלבד!
התיירות היא ענף למוד משברים אשר מידי כמה שנים סופג מכה קשה עקב מלחמות, אסונות טבע, אירועי טרור, משברים פיננסים, ועוד. אולם, משבר הקורונה שנחת על העולם כולו בראשית שנת 2020 שונה מכל משבר קודם בהיקף הפגיעה שלו בענף התיירות, בחומרת הפגיעה בתיירות ובפרק הזמן שיידרש לענף, ככל הנראה, להתאושש ממשבר זה. משבר הקורונה הביא בתוך פרק זמן קצר ביותר לעצירה כמעט מוחלטת של התיירות העולמית. מחקר זה מדגים את ייחודיותו של משבר הקורונה לעומת משברי תיירות אחרים בישראל וברחבי העולם.
המחקר מתאר את תהליך הקריסה של ענף התיירות, משווה אותו לאירועים משבריים מהעבר ומשרטט אסטרטגיות יציאה ישימות הלוקחות בחשבון את היקף הפגיעה, איטיות היציאה מהמשבר, שינויים עתידיים בתיירות, וכן את התרחשותם האפשרית של משברים עתידיים.
המחקר עורך השוואה מקפת בין מאפייני התיירות בישראל ובאיטליה – מדינת תיירות מובהקת. בניגוד לאיטליה, שנקטה צעדים מידיים לבלימת הפגיעה בתיירות החשובה כל כך לכלכלתה, מדינת ישראל, למרות ניסיון העבר שלה ממשברי התיירות במהלך מלחמת לבנון השנייה ומבצע "צוק איתן", לא השכילה להסיק מסקנות אופרטיביות ממשברי העבר ולא פיתחה אסטרטגיה ליציאה ממשברי תיירות. אסטרטגיה כזאת יכלה לסייע למדינת ישראל להתמודד מהר יותר וביתר יעילות עם המשבר הנוכחי בתיירות. לפיכך, מחקר זה מציע כמה כיווני פעולה לפיתוח אסטרטגיות יציאה ממשברי תיירות בישראל.
בנוסף, מחקר זה מתאר את ההמלצות של ארגון התיירות העולמי UNWTO להתמודדות עם משברי תיירות בכלל ועם משבר הקורונה בפרט, ובוחן את יישומן או אי-יישומן של המלצות אלה במדינות שונות בעולם.

מטרת המחקר היא להתאים מודל מבוסס־סוכנים קיים המתאר דינמיקות עירוניות לבחינה של השפעות קצרות וארוכות טווח של מגפת הקורונה על המערכת העירונית, תוך כדי בחינה של המשמעות של אמצעי מדיניות שונים. כיוון שהמודל היה בשימוש בעבר לבחינת אסונות עירוניים דוגמת רעידת אדמה, החלק הראשון של תוכנית העבודה יתמקד בשילוב מרכיב אפידמיולוגי אל תוך המודל שיכלול גם המרכיב של הדבקה וגם את המרכיב של השפעות בריאותיות ברמת הפרט. המרכיב הנ"ל יהיה מבוסס על הידע והנתונים הקיימים כיום בארץ ובעולם לגבי התפשטות הווירוס ומאפייניו, על בסיס סקר שיתבצע. לאחר פיתוח המרכיב האפידמיולוגי, המודל ייושם לבחינת תרחישי מדיניות שונים, תוך שילוב בחינה של השפעות קצרות טווח על בריאות הציבור והשפעות ארוכות טווח על הכלכלה והרווחה.
שיטת המחקר העיקרית שבה נשתמש היא מודל מבוסס־סוכנים של דינמיקות עירוניות. מודלים מבוססי־סוכנים מאפיינים מערכות מורכבות כתוצר של אינטראקציות בין היחידות הבסיסיות שמרכיבות אותה - הסוכנים. כך, ניתן לבחון האם האינטראקציות האלו מובילות להתהוות של דפוסים גלובליים שלא ניתן להסיק רק ממאפייני הסוכנים. היתרון המשמעותי במודלים מבוססי־סוכנים הוא באפשרות שהם מציעים לבחון בצורה מבוססת תרחישים שונים ולאפיין את ההבדלים ביניהם. המודל שבו נשתמש מבוסס על מודל קיים שפיתחנו לחקר ההשפעות ארוכות הטווח של אסונות על המערכת העירונית. במודל זה, הסוכנים הנם תושבי העיר, אשר פועלים כבודדים והן כמשקי בית, כאשר אוכלוסיית הסוכנים נגזרת מנתונים סוציו־דמוגרפיים קיימים (נתוני מפקד) ומהווים ייצוג סינתטי מלא של האוכלוסייה, משמע כל סוכן מייצג תושב בעל מקום מגורים מוגדר ומאפיינים סוציו־דמוגרפיים.
במחקר זה נשלב מרכיב אפידמולוגי לתוך המודל במסגרתו יופיעו חולים בעיר, אלו יהיו סוכנים שמיוממים מחוץ לעיר. במסגרת הפעילויות היומיומית של סוכנים הווירוס יופץ, על בסיס צפיפות הסוכנים בכל מיקום ובהתאם למאפייני הווירוס כפי שיוגדרו בפרמטרים של המודל. בהתאם לפרמטרים נוספים, הווירוס ישפיע על בריאות הסוכנים, כאשר מצבם הבריאות של סוכנים יחמיר או ישתפר בהתאם למאפייניהם, עד למצב בו הם מחלימים או מתאשפזים ואף מתים. מרכיב זה יאפשר לייצר תוצאות בדבר מדדים כגון מס' החולים לאורך זמן, מועד שיא המחלה, ביקוש לשירותי בריאות וכו'. בשילוב עם המרכיבים ארוכי הטווח במודל (שוק העבודה, שוק המגורים, מסחר) ניתן יהיה לבדוק האם ובאיזו מידה לתוצאות אלו יהיו השפעות על האופי של המערכת העירונית. אפיון שכזה מאפשר לשלב צעדי מדיניות לתוך המודל.

הצעדים קצרי־הטווח שיבחנו במחקר יכללו צמצום טווח הפעילות, סוג הפעילויות המותרות, או מספר הפעילויות, צמצום הפעילות המסחרית ושירותי התחבורה הציבורית, והסגרים ממוקדים במוקדי התפרצות. הצעדים ארוכי־הטווח יכללו מתן סיוע כלכלי אחיד לתושבים, סיוע כלכלי אחיד לעסקים, השתתפות בשכר העובדים, והגדרת הגבלות פעילות משתנות. עבור כל אחד מאמצעי המדיניות הללו, גם אלו המיועדים לטווח הקצר בלבד, ניתן יהיה לייצר תוצאות הן עבור הטווח הקצר והן הארוך ולזהות את הכלים שיאפשרו תוצאות אופטימליות על פני שני טווחי הזמן.

The COVID-19 crisis is likely to have far-reaching impacts on urban economies beyond those relating to public health. Businesses and local governments will have to react to changes in labor supply, productivity, demand for products and incomes. Thus, the decisions that policy makers make today need to be understood in the context of their long-term effects. Cities are complex systems in which it is hard to predict the output of any specific input. Urban governance therefore requires tools for making informed decisions. The proposed research  develops a computational model of long-term urban dynamics in the wake of the COVID-19 epidemic, providing a support tool for decision making which will allow assessing both the short-term (health-related) impacts of policy options and their long-term (economic and welfare-related) effects. The main objective of the research is to develop a simulation model that will act as a training tool for policy makers-makers and public officials. This tool will enable them to model different COVID-19 contagion scenarios and understand the implications of proposed interventions. Model outputs should thus be understood as demonstrative rather than predictive.

To this end we adapt an existing agent-based model of urban dynamics following a disaster. This was originally developed for simulating the urban outcomes of large-scale shocks such as earthquakes and missile attacks (see Grinberger and Felsenstein 2016, Grinberger, Lichter and Felsenstein 2017, Felsenstein and Grinberger 2020). Currently we are adapting the model to simulate the urban impacts of the COVID-19 pandemic.

In the proposed research we aim to focus mainly on the long-term aspect of the epidemic. We suggest addressing the following questions relating to Israeli cities:

  • Under which contagion scenarios (i.e. epidemic conditions and outcomes) do long-term urban impacts emerge?
  • How are different populations affected by the epidemic over both the short and long term and what are the welfare-related implications of this?
  • What long-term impacts can emerge from the implementation of short-term policies?
  • What are the conditions under which different short-term and long-term policy measures are most effective?
  • Under which conditions do equilibria states emerge and what are the characteristics of these states? What are the spatial patterns of these states?

In the proposed research, simulations will be generated for different contagion scenarios representing varying levels of severity, starting with the no-policy intervention, i.e. the “herd immunity” scenario. These results will provide a baseline against which policy outcomes will be compared. The policy scenarios will include:

  • Short-term policies:
    • Limiting mobility of populations in risk
    • Limiting general mobility of the population
    • Applying strict quarantine measures within contagion hotspots
    • Closing specific functions in the city, e.g. the largest commercial areas, schools
  • Long-term policies:
    • Providing financial support (to the entire population / by household income)
    • Offering subsidies to local businesses (e.g. property-tax reduction; general or by status)
    • Subsidizing wages for local workers
    • Subsidizing housing costs (generally / by household income)
    • Removing restrictions on land use change to encourage quick adaptation to changes in demand for housing/commercial services

The simulation model allows for comparing baseline outcomes relating to the structure of the urban economy with results from the policy scenarios. Each simulation will produce a database representing snapshots of the state of the population and the urban environment, i.e. a synthetic census, which will facilitate flexible querying and visualization (spatial and a-spatial). This will allow producing outcomes relating to a slew of variables such as size of the local commercial stock, the profitability of businesses, average wages, unemployment rates, demand for labour, population size, average household income, demand for housing, house prices, and shifts in the spatial patterns for each of these variables (e.g. the formation of new commercial clusters or the migration of households by income group).

We expect that producing a valid model will promote more informed decision-making by urban governments via providing accessible outputs and visualizations relating to hypothetical yet realistic policy scenarios. These will include identifying efficient policies over both temporal and spatial scales thus constraining the spread of the virus, increasing the resilience of urban residents and the commercial stock and expediting the rejuvenation of economic activity and the relief of constraints.

המחקר נערך בתקופת משבר הקורונה במטרה לבחון היבטים הקשורים לחוסן חברתי, אמון ושיתוף פעולה במצבי חירום בכלל ובמשבר הנוכחי בפרט. המחקר בחן ארבעה מימדים של חוסן חברתי – אמון בגופי חירום ובסקטור הציבורי, הערכת האפקטיביות של המענה השלטוני למצב החירום, המוכנות לשלם להשקעה במוכנות לחירום והמוכנות לציית להנחיות הממשלה. נערך סקר בקרב הציבור במהלך הגל השני של משבר הקורונה ונערכה השוואה עם סקרים שנערכו לפני משבר הקורונה ובגל הראשון.

ניתוח והשוואת הממצאים מוביל למסקנות תאורטיות וכן להמלצות יישומיות. האמון בסקטור הציבורי נמצא יציב ברמה בינונית בעוד שהאמון בגופי חירום יציב אך גבוה. הערכת המענה השלטוני נמוכה וירדה לאורך התקופה. המוכנות לשלם להשקעה במוכנות לחירום יציבה אך נמוכה לאורך התקופה בעוד שהמוכנות לציית להנחיות נמצאה גבוהה בגל השני. כלומר, אמון אינו משפיע בהכרח על מוכנות לשתף פעולה באופן אקטיבי עם הממשלה. אמון בגופי חירום קשור לתחושת האיום, הערכת המוכנות האישית והמערכתית לחירום ולאמון בגופי הסקטור הציבורי בכלל. המוכנות לשלם ולציית להנחיות קשורה גם היא לתחושת האיום ולהערכת המוכנות האישית, אך גם לתגובתיות חזקה והוגנת של הסקטור הציבורי לציפיות הציבור.

המוכנות לציית להנחיות תלויה בעיקר בחשש מהמשבר אך גם ביכולות הממשלה. גם במקרה זה בולט שהעדר האמון אינו משפיע על המוכנות לציית להנחיות. מכאן שבמשבר אנשים נוטים להתמקד בהערכות לגבי מצבם למול מצב החירום ופחות בהערכות שנוגעות לכוונות עתידיות אותן מגלם מושג האמון. יתר על כן, הערכה חיובית של ניהול המשבר תגביר את שיתוף הפעולה והאמון בממשלה. ההערכה הנמוכה שמקבלים משרדי הממשלה הינה לפיכך בעייתית משום שהיא מצביעה על יכולות ניהול נמוכות אשר נחלשות אף יותר בעת משבר וניכר שהציבור ער לעובדה זו. בנוסף, לשיתוף הציבור בקבלת החלטות השפעות על היבטי החוסן החברתי והלאומי. מכאן שיש להתייחס למורכבות שטמונה ביחסי הגומלין בין הממשלה לאזרחים ולהתוות מנגנונים שישתפו ציבור ויגיבו לדרישות אזרחים בצורה אמיתית ובונה ולא כדרך להתנער מאחריות.
